In the United States I think there is a three-strike rule before The ISP discloses your information for possible legal action. It's really just collecting every list on for your convenience.īasically if you're downloading torrented content It stops the protocol from connecting to IP addresses that are known to be from organizations tracking downloads, when one of those organizations sees you downloading something they don't like they notify your ISP to send you warning letters. Basically it's a URL to a text file that is actually a batch compilation of continuously updated known IP ranges from organizations you don't want to be connecting to/ pulling data from when downloading torrented files.
